The purpose of regulation is to organise the regulations and control in order to foster fair competition that benefits all users.
 
The regulatory tool is the market analysis, which comprises various steps: definition of the relevant market, analysis of the conditions of competition prevailing in that market, identification of any SMP operators, imposing measures on those dominant operators, in order to allow other players to develop on a competitive market.
 
The first Commission recommendation on relevant markets defines 18 markets to be analysed, relating to fixed and mobile telephony, including international roaming, access, leased lines and broadcasting networks (list of relevant markets).
 
As competition will become durable in the markets, it will be possible to abandon the obligations imposed on the SMP operators.
