The Institute deals with all requests for the operation of fixed or mobile electronic communications networks and the provision of the services offered on them.
The economic activity of the sector was liberalised by the European regulatory framework of 2002, so that the operator just needs to make a a declaration before starting his activity. However if this declaration involves scare resources (radio frequencies or numbers) a previous authorisation (licence) accompanied with operating conditions remains then necessary.

The Institute periodically analyses some markets determined by the European Commission. When these analyses establish that the relevant market cannot be considered as competitive, the Institute imposes on the dominant operator (or the dominant operators) the obligations which, among those legally laid down, appear to him as the most appropriate to make up for this shortage of competition on the market. In this choice, BIPT has to let himself be guided by a certain number of objectives among which the promotion of economic competition, the development of the European internal market, the protection of the users' interests.

More generally, the Institute is in charge of ensuring the observance of legislation and regulations regarding electronic communications. To that end, it has the possibility to impose fines and even to suspend the operation of the network or the provision of the service.
