In principle the Council holds an ordinary session each week. An extraordinary session can be hold if necessary and urgent.
In the event of an urgency, when a risk of serious damage exists that is hard to repair, the Council immediately takes the appropriate provisional measures of which it determines the duration, which may not exceed two months.
The objective is to reach a consensus of the members but in the event of a hung vote within the Council, the chairman has a casting vote.
The Council's Rules of procedures must be laid down in a royal decree. As the latter has not been laid down yet, the Council is functioning according to internal unofficial rules.
