The Council members are appointed by virtue of their competence, their integrity and their independence. These conditions have to be met during the full course of their term of office.
Two of the members are part of the Dutch-speaking staff, while the two other members are part of the French-speaking staff. The members have to prove functional proficiency in the second language.
To guarantee their independence, the Council members may hold no interests whatsoever in companies that are active in the telecommunications and/or postal services markets, nor may they undertake any duties or provide any service for them, whether directly or indirectly, free of charge or against payment. This condition has to be met during the full course of the term of office but also for two years following the end of this term of office.
