What is registered electronic mail?

An electronic registered item is a registered item sent through Internet. A registered electronic item is a service providing a flat-rate guarantee against risks of loss, theft or damage of data. The sender receives a proof of sending and/or receipt. Such a service is provided by a certification service provider. 

A distinction is made between: 

  1. the “pure” registered electronic item: in which case the service is provided entirely over the Internet. Sending as well as receiving takes place in electronic format.

  2. the “hybrid” registered electronic item: sending a registered item takes place through the Internet but the delivery takes place in the form of a classic printed letter. A licence needs to be obtained from BIPT for the delivery of such a printed registered item.
