                <title><![CDATA[BIPT Council Communication of 8 January 2019 on the audit of the internal and external monitoring systems of bpost for monitoring the delivery times]]></title>

                <description><![CDATA[In accordance with postal regulation BIPT audits the internal and external monitoring systems used to measure the delivery times for services included in the small users basket. The conclusion of the audit is that for certain aspects the bpost processes do not fully comply with the requirements set in the European standards. For each of the findings BIPT has asked bpost to draw up in the short term an action plan to take corrective measures. BIPT will monitor bpost’s action plan regarding the audit findings and if necessary contract out a follow-up audit to supervise the correct implementation of the action plan.]]></description>

                <description><![CDATA[This market analysis constitutes the review of the Decisions of 31 January 2013 (retail access for fixed telephony) on the one hand and 11 August 2006 (wholesale call origination for fixed telephony) on the other. Neither of these markets are still included in the list of relevant markets (according to the 2014 Recommendation of the European Commission). BIPT has thus performed a three criteria test and came to the conclusion that neither of the two markets still met the requirements for ex-ante regulation and that the existing obligations for Proximus could be abolished.]]></description>

                <title><![CDATA[BIPT deregulates two fixed telephony markets]]></title>

                <description><![CDATA[BIPT has decided to no longer regulate the retail access to national fixed telephony services via CS and CPS, due to a sharp decrease in their significance. A similar decision has been taken for the wholesale fixed call origination market, which is currently characterised by an increased competition. These decisions remove the existing obligations imposed on Proximus on these markets.]]></description>
