In Belgium operators mainly confined themselves to passive infrastructure sharing in spite of BIPT opening the door in the 2012 guidelines.

BIPT notes that, in the current situation, with the current technologies, the operators are not really asking for a change in the regulatory rules in favour of shared infrastructure use, a fortiori of spectrum, in addition to what they are already doing today with passive infrastructures.
