Spoofing, which is the falsification of telephone numbers, is a big problem having a negative impact on Belgian citizens and businesses.
It facilitates phishing and other types of fraud. In order to combat spoofing the Royal Decree of 12 May 2024 to combat international voice calls with spoofed Belgian telephone numbers was already introduced.
By means of a draft decision, which was submitted for consultation from 15 January 2025 up to and including 07 March 2025 the extra possibility is created for organisations to put their telephone numbers which are not used for outbound calls, such as helplines, and which are sensitive to spoofing, on a blocking list.
Any originating national calls using a CLI that corresponds with the telephone numbers put on such a list, have to be blocked by operators.
The consultation implies that the interest in putting telephone numbers on such a list is limited.
Therefore it has been decided not to introduce such a blocking list for the time being.
