At the request of the Minister of Security and the Interior, the BIPT issued an opinion on the draft bills concerning

1) the administrative prohibition of the activities of legal entities, companies without legal personality, associations or de facto groups posing a serious and present threat to national security, and

2) appeals before the Council of State against the administrative prohibition measures laid down in the Act of XXX on the administrative prohibition of the activities of certain entities posing a serious and present threat to national security.

Within the framework of its competences and areas of expertise, the BIPT focuses its opinion on issues relating to the measure referred to in Article 5, paragraph 1, 1°, d), of the first of these draft bills, which appears to qualify as a “digital ban” or a measure restricting digital access.
