The rollout of fibre-optic networks is a key priority to ensure high-speed connectivity in Belgium.
To facilitate this, it is essential that new or fully renovated buildings are equipped with the necessary infrastructure for quick and efficient fibre-optic connection.
The draft proposal for a Royal Decree submitted for consultation set minimum requirements concerning:
- The internal cabling of residential and non-residential buildings;
- The physical infrastructure to accommodate this cabling, such as ducts, conduits and cable trays;
- The building access infrastructure, through which cables from public networks enter the building;
- The building entry point, which serves as the interface between public networks and the building's internal network.
These requirements ensure that buildings are « fibre ready », meaning they are prepared for an easy fibre-optic connection while taking into account future technological developments.
This initiative is part of Article 10 of the Gigabit Infrastructure Act (GIA), which requires Member States to ensure that new buildings are adapted to the digital era.
All interested parties, especially property developers, architects, installers, telecom operators and infrastructure managers, are invited to review the draft and submit their comments as part of this public consultation.
Responses to this consultation must be submitted by 8 September 2025, following the procedure described on the first page of the annexed document.
