This opinion was adopted by the BIPT Council on its own initiative, in accordance with Article 14, § 1, 1°, of the Act of 17 January 2003 on the status of the regulator of the Belgian postal and telecommunications sectors.
The BIPT warns of a possible negative economic impact as a result of the draft act to amend the Act of 26 January 2018 on postal services.
The BIPT points out a strong impact on postal operators active in the cheapest part of the parcel segment, where the pressure on costs is highest, as well as on small operators and start-ups (barrier to market entry), on e-commerce in Belgium and on consumers.
That is why the BIPT proposes to further investigate alternative options.
