A new consultant has been selected following a call for tenders to conduct an in-depth annual survey of the Belgian electronic communications market for the period 2025-2026-2027. In order to better identify the consumers' needs, behaviours and expectations, the BIPT completely reformed its questionnaire and survey method. This has also made it possible to optimise its effectiveness, adapt to changing markets and technologies, and focus even more on consumer perception.

This first edition of the survey, conducted among a representative sample of the population, provides further insight into the following points:

  • The degree of adoption and use of digital technologies and telecommunications,
  • The level of satisfaction regarding the telecommunications services used,
  • The main difficulties encountered,
  • The degree of consumer responsiveness to changes in their offerings (technology, content, price).

The survey also addresses the switching of operators (fixed and mobile services, Easy Switch) and users' awareness of their rights and the tools available to them to facilitate their choice of services and operators.

The objective is also to measure the impact of the BIPT's regulatory actions on user attitudes and behaviours.
